Cyprus is an EU and eurozone member state with temporary residence routes for digital nomads, workers, highly qualified employees, business operators, students, family members, visitors, and other qualifying third-country nationals. It also has a Regulation 6(2) permanent residence by investment route for qualifying property, company, or fund investments. The former Cyprus Investment Programme for investor naturalisation was terminated from November 1, 2020 and is not a current application path. Cyprus participates in Schengen cooperation, but internal border controls have not yet been lifted.

For employment cases, Cyprus’s main route comparison is the remunerated employment single permit versus the EU Blue Card. The Blue Card is currently narrow: Cyprus public material limits it to ICT, pharmacy for research purposes, and maritime roles excluding captains and ship crew, with a EUR 43,632 gross annual salary threshold.
