Cyprus Permanent Residence by Investment is faster than many residence-by-investment routes when the file is complete, but the document set is serious. The official policy targets about 2 months for eligible complete files, subject to security checks and policy criteria.
For investment-route selection, use the investment routes and due diligence guide. For the full route, start with the main guide.

Core Documents
The exact file depends on the investment route and family structure, but the core evidence usually includes:
| Evidence | Notes |
|---|---|
| Application form | Investor immigration permit form and accompanying declarations |
| Passport copies | Applicant and included family members |
| Clean criminal record | From country of origin and country of residence if different |
| Health insurance | Medical-care insurance certificate for applicant and dependants |
| Income evidence | Tax returns, employment certificates, pension evidence, dividends, rents, deposits, or other secure income proof |
| Funds transfer | Evidence that the investment money came from abroad |
| Civil records | Marriage, birth, custody, dependency, and student evidence where relevant |
| Non-employment statements | Applicant and spouse confirm they do not intend to work in Cyprus, with limited company-director exception |
| Investment evidence | Route-specific proof of property, company, or fund investment |
Official documents should be properly translated and certified where required.
Route-Specific Evidence
| Route | Evidence Examples |
|---|---|
| New residential property | Sale contract deposited at Land Registry, payment receipts, transfer evidence, developer confirmation, title or planning evidence |
| Other real estate | Sale contract or title deed, payment proof, property description, valuation and lease/use evidence where relevant |
| Company share capital | Share purchase or capital subscription evidence, company certificates, shareholder certificate, business profile, Social Insurance employee evidence |
| Fund units | Unit purchase evidence, payment proof, CySEC fund setup confirmation, memorandum or investment documentation |
Income Proof
The applicant must show secured annual income of at least EUR 50,000. The threshold increases by EUR 15,000 for a spouse and EUR 10,000 for each dependent minor child.
For the residential-property route, official policy requires the income to come from abroad. For the other real-estate, company, and fund routes, income from sources in Cyprus can also be counted.
Family Documents
For family inclusion, prepare marriage certificates, birth certificates, student certificates for qualifying 18-to-25-year-old dependent children, dependency evidence, and proof that adult children included through a higher-value investment are financially independent where the policy requires it.
Monitoring After Approval
The permit is not “file once and forget forever.” The current policy requires ongoing evidence:
- annual proof that the qualifying investment is maintained;
- annual health-insurance evidence if the holder and family are no longer GESY beneficiaries;
- clean criminal record evidence from the country of origin and country of residence every 3 years.
Failure to provide the requested evidence can lead to cancellation for the applicant and family members.
Absence And Card Replacement
The residence right is unlimited while the conditions continue to be met, but the residence card must be replaced every 10 years for the holder and adult dependants. Minor dependants receive cards valid until age 18.
The permit ceases if the holder and dependants acquire permanent residence abroad or are absent from Cyprus for 2 years.
