Cyprus does not have one salary rule for every employment case. The practical split is the EU Blue Card threshold, the company-of-foreign-interests salary policy, and the ordinary single permit process.
EU Blue Card Salary And Sectors
Cyprus Migration Department material sets the minimum gross annual salary for highly qualified employment at EUR 43,632. It also limits Blue Card admission without quota to three sectors:

This makes Cyprus different from many larger Blue Card countries: the salary threshold is important, but sector eligibility is just as important.
Qualification Evidence
Cyprus’s Blue Card page defines highly qualified employment by reference to required higher professional qualifications. It also explains that higher professional skills may mean at least 3 years of professional experience within the previous 7 years for the ICT occupations listed in Annex I of Directive (EU) 2021/1883, including ICT services managers and ICT professionals.
For regulated or specialist roles, plan the evidence file before treating salary as enough. A role can be well paid and still fail the Blue Card route if it is outside the listed sectors or the qualification evidence is weak.
Ordinary Single Permit Salary Planning
The remunerated employment single permit (GEN) is not published as one universal salary-threshold route. The employer-side application service covers positions with and without qualifications, trainee accountants, special cases, highly qualified positions with annual gross earnings above EUR 35,000, and third-country national students.
For ordinary employment, the better planning question is not only “does salary clear a public number?” It is whether the employer can complete the Department of Labour process, whether a labour-market check is needed, whether the contract and category fit, and whether the Migration Department residence file is complete.
Companies Of Foreign Interests
Cyprus’s policy for companies of foreign interests is a separate practical alternative. For highly paid employment under that policy, public material lists a minimum gross monthly salary of EUR 2,500, relevant academic qualifications or at least 2 years of relevant experience, and an employment contract of at least 2 years.
That route is not the same as the EU Blue Card. It can be highly relevant for Cyprus tech, regional-headquarters, and international business cases, but it should be checked through the employer’s registered status and the exact job category.
