Cyprus Permanent Residence by Investment is the expedited Immigration Permit route under Regulation 6(2). It can be attractive for families that want a long-term Cyprus base, but the current route is more detailed than the old “buy property and get PR” shorthand.

For route selection and risk review, use the investment routes and due diligence guide. For filing stages, read the timeline and documents guide. For family, tax, work, and citizenship planning, see the tax, family, work, and citizenship guide. For the closed investor naturalisation framework, use the Cyprus Investment Programme ended explainer. The structured route record is Cyprus Permanent Residence By Investment.

Quick Answer

The route grants an Immigration Permit to qualifying third-country investors who invest at least EUR 300,000 and prove secured annual income of at least EUR 50,000, with increases for family members. The residence right is of unlimited validity if conditions continue to be met, but the card has a 10-year expiry and must be replaced.

What Changed From Older Guidance

Older Cyprus PR material still circulates online. Treat it carefully.

The current official materials reflect the fourth revision in force from May 2, 2023. The main income requirement is EUR 50,000, not the old EUR 30,000. Family income uplifts are EUR 15,000 for a spouse and EUR 10,000 for each dependent minor child. The old fixed-deposit framing also should not be used as the current route summary.

Who It Fits

This route can fit a family that wants Cyprus permanent residence, a property or Cyprus investment plan, and a lower-presence base than citizenship planning would require.

It is not a fit for someone who wants:

  • a Cyprus passport through investment;
  • a general right to work as an employee in Cyprus;
  • automatic Schengen residence mobility;
  • a route where the qualifying investment can be sold casually;
  • a file based on old EUR 30,000 income guidance.
