Property Residence

The government’s temporary residence page lists the right to have disposal of immovable property owned in Montenegro as one of the purposes for temporary residence. It says evidence from the real estate cadastre or other evidence under the cadastre rules is submitted to confirm ownership, and the permit is issued for one year.

In November 2025, the government announced amendments defining that the minimum value of real estate for this residence basis will be EUR 200,000. It also said current real-estate residents would have a one-year deadline to align with the new legal provisions.

Company And Director Residence

Montenegro’s business portal says foreign investors can establish companies and that there are no limits on foreign control and private ownership or on establishing companies in Montenegro. The limited liability company is described as the common form for foreign investors and entrepreneurs.

Residence is a separate question. A company on paper is not enough. The November 2025 government release says foreign nationals who serve as executive directors or own more than 51 percent of shares in a company must have at least three employees, two of whom must be Montenegrin citizens employed full-time, with 180 days to align business operations under the amended provisions.

Citizenship Planning

Current citizenship planning should be separated from residence. The government citizenship page lists acquisition by origin, birth, admittance, and international treaties. It describes admission in connection with permanent residence, marriage to a Montenegrin national, emigrant status, and special interest for Montenegro.

Owning property or a company does not by itself recreate the closed special investment programme. If citizenship is a long-term goal, the file needs a residence, continuity, nationality-law, and dual-nationality analysis.
