Montenegro Digital Nomad Residence Permit

Montenegro has a dedicated temporary residence route for digital nomads. The official definition covers a foreigner who is employed by, or works electronically for, a foreign company or the person’s own company that is not registered in Montenegro.

The route is attractive because the first permit can run up to 2 years and can be extended for up to 2 more years. The hard parts are evidence: remote work must be tied to a foreign company, the applicant needs support, accommodation, health insurance, clean criminal-record evidence, and in-person filing/biometrics.

Application Flow

1. Check visa-free entry or whether a long-stay D visa is needed.
2. Confirm that the work is electronic and for a foreign employer, foreign client, or own foreign company.
3. Prepare foreign work proof, company registration evidence, support proof, accommodation, health insurance, passport, photo, and criminal-record evidence.
4. Enter Montenegro lawfully or apply for the needed D visa through the consular route.
5. Submit the temporary residence application in person to the Ministry of Internal Affairs at the place of residence.
6. Provide biometrics and keep the application certificate.
7. Track the official 40-day decision window.
8. Plan extension no later than 30 days before expiry if staying beyond the first permit.
9. Separately assess tax residence, family residence, and whether the foreign-income exemption applies.

Good Fit

This route is strongest for remote employees, founders, consultants, contractors, and freelancers with formal foreign-company evidence, documented income, accommodation in Montenegro, insurance, and a clean criminal-record file.

Poor Fit

It is usually a poor fit for people working for Montenegrin employers, people serving mostly local clients, applicants without formal contract evidence, company founders using a Montenegrin company as their work base, and anyone who assumes a D visa alone is long-term residence.
