Why The Employer Process Matters
Latvia’s State Employment Agency states that, from 1 January 2025, companies applying to OCMA for an employment invitation or residence-permit summons for third-country nationals must obtain the Agency’s opinion. For long-term employment, the employer publishes the vacancy, cooperates with the Agency in candidate selection, then uses the positive opinion in the OCMA summons process.
That makes Latvia more employer-sequenced than some readers expect. A signed contract alone is not the full immigration route.
