Latvia work files are employer-sequenced. For ordinary employment, the employer generally handles State Employment Agency vacancy and opinion steps before the OCMA summons. For the EU Blue Card, the future employer must also confirm sponsorship or invitation before the worker submits the residence-permit file.
For route choice, see Latvia Work Permit vs EU Blue Card.

- Classify the route: short-stay employment visa, long-stay employment visa, employment residence permit, or EU Blue Card.

- Employer submits the OCMA invitation or summons within the opinion validity window.
- Worker files abroad at a Latvian representation, or at OCMA if legally staying in Latvia.
- OCMA reviews the residence-permit or Blue Card documents.
- Worker receives the residence permit and right-to-employment confirmation.
