Bulgaria’s StartUp Visa route has two proof layers: the innovation certificate and the later visa/residence file. Treat them separately.

Certificate Evidence

The ministry service page lists the core information and attachments for the StartUp Visa certificate application. Expect the file to cover:

Residence Sequence

The official e-government page says the StartUp Visa certificate is not a type of residence visa. It is a certificate that can be used as one document supporting a residence-permit basis.

That means the sequence should be planned like this:
