Montenegro Citizenship By Investment

Montenegro’s special citizenship-by-investment programme is closed to new applicants.

The programme launched from January 1, 2019 as a limited special programme for acquisition of Montenegrin citizenship by admission for investment purposes. The European Commission later reported that the investor citizenship scheme was terminated on December 31, 2022.

Original Programme Model

The launch materials described a grant plus investment model. The grant component was EUR 100,000 per application for development of underdeveloped local self-government units. The investment component was at least EUR 450,000 for projects in Podgorica or the coastal zone, or at least EUR 250,000 for projects in the northern or central region outside Podgorica.

What This Means

Montenegro remains open to foreign investment and has residence routes connected with real estate, company activity, work, family, study, and digital nomads. Those are not the former citizenship-by-investment programme. A current applicant should start from the real legal purpose of stay, not from old investment-citizenship marketing.

Good Fit

This record is useful for checking whether older Montenegro investment-citizenship material is current, reviewing legacy file questions, and separating closed citizenship rules from current residence options.

Poor Fit

It is not a current application pathway. A new applicant in 2026 should compare active residence routes and ordinary nationality rules, not the closed special programme.
