Lithuania’s EU Blue Card salary rules are formula-based. The national employment residence route is broader, but the Blue Card requires a highly qualified role, a formal employment contract, qualification evidence, and salary above a multiple of Lithuanian average gross earnings.

Qualification Evidence
The EU portal describes the Lithuanian Blue Card as requiring a higher education diploma or equivalent professional experience. It also notes specific ICT experience options: at least 3 years in ICT management or as an ICT specialist within the last 7 years, equivalent to higher education qualifications. Outside that ICT-specific pathway, at least 5 years of professional experience equivalent to higher education qualifications can matter.
That means a Lithuanian Blue Card file should not be framed as “high salary only.” Salary is necessary, but the role, qualification level, and evidence package still need to match the highly qualified category.
Labour-Market Decision Logic
For highly qualified employment, an Employment Service decision may be required if salary is below 3x the most recently announced average monthly salary. The EU portal describes exemptions where salary is higher than 3x, the profession is on the relevant shortage list, or a renewal follows 2 years of legal Lithuanian employment under the highly qualified route.
The practical employer question is therefore:

Ordinary Employment Contrast
Ordinary Lithuanian employment residence permits should not be reduced to the Blue Card formula. They are broader, but may involve vacancy registration, Employment Service decision logic, employer mediation, and residence-permit filing. They also do not provide the same family and EU mobility benefits as the Blue Card.
