Bulgaria’s employment process is employer-sequenced. A signed job contract is important, but the file still needs the correct Bulgarian authority sequence, visa/residence steps where required, and evidence that the worker and employer fit the chosen route.

Validity Planning
The single permit is issued for up to 3 years, or for the employment contract term if shorter. The EU portal’s current Blue Card page states Bulgaria’s standard Blue Card validity is 5 years but at least 24 months; if the contract is shorter than 24 months, the permit is issued for the contract term plus 3 months, capped at 24 months.
Practical File Order
Do not build the file around only the worker’s documents. Build it around the employer, role, salary, qualification match, visa route, address, insurance, and timing. The weak pattern is treating the Bulgarian work route as a generic relocation permit before the Bulgarian employment file is coherent.
