Bulgaria’s ordinary employment route and EU Blue Card route are both employer-backed, but they test different things. The Single Residence and Work Permit focuses on access to the Bulgarian labour market for a specific job. The EU Blue Card focuses on highly qualified employment, salary, and qualification evidence.

How To Read The Blue Card Formula

The practical question is not “what number did an old portal example show?” The practical question is: what is 1.5 times the relevant Bulgarian average salary using the available data for the last 12 months before the employment contract is concluded?

That means a serious file should document:

  • the proposed gross salary in the contract;
  • the source and period used for the Bulgarian average salary;
  • the calculation showing the 1.5x threshold is met;
  • degree or qualification evidence;
  • regulated-profession evidence where applicable;
  • the employer’s role, workplace, and job description.

Ordinary Employment Fit

The ordinary single-permit route can be better where the role is not highly qualified, salary does not meet the Blue Card formula, or the employer wants a standard Bulgarian employment route. The Ministry of Labour summary also emphasizes that third-country workers with labour-market access may work only for the specific person, workplace, position, and period named in the permit.

Blue Card Fit

The Blue Card can be better where the worker has a strong degree file, the salary is comfortably above the formula, and the family, mobility, or long-term residence advantages of the Blue Card are worth preserving.
