Andorra passive residence documents should be prepared as a residence file and an investment file at the same time. The investment is not just a number; the asset type, timing, proof, deposit, family members, and quota position all matter.
Investment Assets
Law 2/2026 describes a EUR 1,000,000 permanent and effective investment in Andorran assets for residence without lucrative activity. Listed asset categories include real estate in Andorra, shares or own funds of Andorran resident companies, debt or financial instruments issued by Andorran resident entities, Andorran collective investment funds for a limited period, public debt instruments, life insurance products with Andorran resident entities, and non-remunerated deposits with the Andorran Financial Authority.
The law also describes a lower EUR 400,000 amount where the investment is made in the Housing Fund under applicable rules. Where real estate forms part or all of the investment, Law 2/2026 states a per-property amount requirement for each real-estate unit.
Document Sequence
| Stage | Evidence Focus |
|---|---|
| 1. Quota check | Confirm the relevant passive-residence category is available |
| 2. Personal eligibility | Passport, civil-status, residence-history, Schengen-entry, and background evidence |
| 3. Housing plan | Lease or property facts that support real residence in Andorra |
| 4. Funds and banking | Source of funds, bankability, transfer route, sanctions, tax-paid position |
| 5. Investment plan | Asset type, legal ownership, valuation, timing, and proof |
| 6. AFA deposit | Main-applicant and dependant deposits under current rules |
| 7. Insurance and family | Health cover and family-member evidence |
| 8. Renewal file | Presence, residence, asset, deposit, and family records |
Timing Point
The 2025 residence-without-work regulation describes a post-approval period for proving the required investment. That makes pre-filing planning important: an applicant should know where the investment will go before approval, while still preserving flexibility for the formal timing rules.
Diligence Checklist
| Check | Why It Matters |
|---|---|
| Asset eligibility | Not every investment is a qualifying Andorran asset |
| Housing pressure | Government policy is tied to sustainable growth and housing constraints |
| Bank compliance | Andorra files often require careful source-of-funds preparation |
| Tax residence | A residence permit and tax residence are related but not identical |
| Exit | Selling or moving assets may affect renewal or residence strategy |
