Albania has one of the clearer non-EU remote-worker routes in Europe: the unique permit for a digital mobile worker.

For evidence and filing, see the timeline and documents guide. For tax residence, family reunification, local-work limits, and practical setup, use the tax and practical setup guide. The structured route record is Albania Digital Mobile Worker Unique Permit.

Quick Answer

Albania can work for a remote worker with a foreign employer or foreign customer contract, enough documented support, clean criminal-record evidence, suitable accommodation, and one-year health insurance. It is not a route for local Albanian employment or informal remote work with no contract trail.

Digital Mobile Worker Logic

The Ministry of Interior describes the digital mobile worker unique permit under Article 68 of Law No. 79/2021 on Foreigners. The permit is issued for up to 1 year for the first time where the foreign national is lawfully staying in Albania.

The additional document list is the core of the route. The applicant needs a valid employment contract with an employer abroad or a service contract with a foreign contractor or customer, proving work without a concrete workplace for specific tasks that can be performed through information technology.

Visa And Entry Position

Some applicants can enter Albania visa-free. Others need a visa. The Ministry for Europe and Foreign Affairs says type C visas cover up to 90 days in 180 days, while type D visas cover foreign nationals who wish to stay in Albania for more than 90 days in 180 days and may need the visa to obtain a residence permit.

For this category, the Ministry of Interior notes that employment approval is not required. Where a foreign national needs a type D visa for digital mobile workers, the file is examined directly by the Ministry for Europe and Foreign Affairs.

Remote-Work Boundaries

The route is designed around foreign work, not Albanian local labour-market access. The contract should point outside Albania: foreign employer, foreign contractor, or foreign customer.

That distinction is important. Work for Albanian clients, local employment, Albanian company operation, or self-employment in Albania can pull the case into another permit category, tax registration, or employment-approval analysis.

Family And Residence Path

Albania has a separate family reunification route for foreign residence-permit holders. The Ministry of Interior states that a foreigner with a residence permit may receive a family-reunification permit for family members abroad if the sponsor has at least a 1-year renewable residence permit and stable resources to support the family without relying on economic assistance.

The Ministry’s guidance also says US citizens, EU member-state citizens, and Kosovo citizens can receive a 5-year residence permit on first application where conditions are met, with a different service fee. This special rule should be checked against the applicant’s nationality and exact permit basis before planning around it.

Good Fit / Poor Fit

Good fit if:

  • the worker has a formal foreign employment or service contract;
  • the work can be performed through information technology;
  • the applicant can show ALL 32,000 monthly income per person or ALL 300,000 deposit per person;
  • health insurance is valid for at least 1 year;
  • criminal-record and foreign documents can be translated and legalised correctly.

Poor fit if:

  • the applicant works mainly for Albanian clients;
  • the applicant needs local employment;
  • income is informal or undocumented;
  • the applicant cannot show lawful stay or D visa position;
  • the applicant assumes the route avoids tax residence.
