Croatia’s stay and work permit is the main national employee route for third-country nationals who will work for a Croatian employer but are not using the EU Blue Card. It combines temporary stay and work authorisation in one route, with labour-market-test or employer-opinion steps depending on category.

Programme Snapshot
| Item | Current Rule |
|---|---|
| Main audience | Third-country nationals employed by a Croatian employer |
| Work permission frame | Stay and work permit issued by the police administration or police station |
| Labour-market step | Labour-market test can be required unless the occupation/category is exempt; a Croatian Employment Service opinion is part of the process |
| Employer step | Employer usually starts with labour-market-test or work-permit request logic through the Croatian Employment Service |
| Worker filing | Police administration/station in Croatia or Croatian diplomatic/consular mission abroad, depending on case |
| Salary | No single Blue Card formula for ordinary employee files |
| Validity | Category- and contract-dependent; confirm current validity before filing |
| Family | Family reunification is a separate temporary stay basis and should be planned separately from the employee permit |
Good Fit
This route is strongest for genuine Croatian employment that does not meet the Blue Card salary or qualification profile, where the employer can support the labour-market and police-file sequence.
Poor Fit
It is usually a poor fit for independent contractors, foreign-payroll remote workers, seasonal categories that need a different permit, and cases where the EU Blue Card’s family or EU mobility rules make it a better first route.
