Croatia employment files are employer-sequenced. The employer side usually needs to prepare the role and Croatian Employment Service step where required. The worker side needs the stay-and-work or Blue Card filing with the police administration, police station, or diplomatic/consular channel depending on the case.

Practical Sequencing
Do not treat the worker application as a standalone form. The employer file, labour-market-test or exemption logic, salary, contract, job description, qualification evidence, and police filing need to tell one coherent story.
For Blue Card files, recheck the current salary threshold before filing. The threshold depends on the average gross wage figure published for Croatia, so a salary that worked in an earlier year can become too low.
