What Changed

On July 16, 2025, the Maltese Government announced amendments to the Maltese Citizenship Act. The press release said the amendments aimed to align Malta with the CJEU ruling in Case C-181/23, discontinue the Granting of Citizenship for Exceptional Services programme, and strengthen merit-based citizenship law.

The CJEU judgment of April 29, 2025 criticised a naturalisation scheme with a transactional character. Legal Notice 159 of 2025 then substituted the S.L. 188.06 title and removed the old direct-investment mechanics.

Merit Assessment

The current merit framework focuses on whether the applicant’s profile shows exceptional service, exceptional contribution, or exceptional interest to Malta or humanity.

How To Read The Merit Route

The merit route is discretionary citizenship law for exceptional cases.
