Proposal Letter
Regulation 11A says the first substantive step is a comprehensive proposal letter to the Board through the Agency. It should include:
- Introduction of the applicant and dependants.
- Comprehensive overview of achievements.
- Detailed description of exceptional service or contribution to Malta or humanity, or why the applicant is of exceptional interest to Malta.
- Detailed plan for continued contribution to Malta after naturalisation.
- Other documents the Agency may request.
This is not a lifestyle motivation letter. It should read like a serious merits dossier.

Disqualification And Risk Checks
S.L. 188.06 lists serious disqualification grounds, including international criminal-court matters, Interpol or Europol listing, national-security/public-policy/public-health concerns, terrorism, money laundering, funding of terrorism, crimes against humanity, war crimes, certain human-rights offences, serious family-order offences, certain criminal charges or suspicion, activities likely to bring Malta into disrepute, relevant visa denials, and international sanctions.
The point is not merely criminal-record paperwork. It is full reputation and integrity review.
Due Diligence
The Agency must cause due diligence controls to be performed by third parties, including one or more internationally recognised specialised due diligence providers. The regulations describe controls of a four-tier nature or more, with security checks, independent verification, background checks, risk assessment, further document requests, and non-refundable administrative fees as applicable.

Formal Application After Approval In Principle
After a letter of approval in principle, the formal application must include:
