Lithuania Startup Visa applications have two different proof layers: first, the startup case; second, the temporary residence permit file. Treat them separately.

For route fit, start with the main Lithuania guide. For individual activity, VAT, profit tax, and company setup, use the tax and business setup guide.

Residence Permit Evidence

Migration Department checklist material for startup cases points to the following recurring evidence areas:

Evidence AreaPractical Meaning
Valid passportTravel document for the residence permit application
Startup confirmationConfirmation/decision from the authorised institution
Criminal recordUsually from countries of residence in the recent period
AccommodationUndertaking to declare residence in suitable accommodation
Living spaceMigration Department material references at least 7 square metres per adult
SubsistenceMeans of subsistence for the permit period or at least one year
Health insuranceInsurance for residence-period risk until Lithuanian coverage applies
Family documentsMarriage, partnership, birth, custody, dependency, and translations if relevant

Filing Logistics

Lithuania uses MIGRIS and external service provider offices for many temporary residence permit applications. The Migration Department’s October 22, 2025 update says applications through VFS Global were accepted in 30 countries, with some country-specific restrictions and appointment booking through MIGRIS.

Because external-service-provider availability changes, applicants should check the current country list, nationality restrictions, and MIGRIS booking status before setting a timeline.

Permit Duration And Renewal

Migration Department material indicates that a temporary residence permit for a startup is issued for 2 years. Earlier Migration Department startup updates also describe a 3-year renewal after the first period. In practical terms, founders should build the renewal file from day one: product progress, financing, contracts, accounting, tax compliance, founder work, and a current startup basis.

Common File Problems

ProblemWhy It Matters
Calling freelancing a startupThe route is for innovative startup founders
Weak Lithuania linkThe founder’s presence must make sense for startup activity
No financing storyStartup Lithuania and Migration Department material both point to financing/resources
Generic business modelOrdinary services, trade, or passive ownership are weak fits
Ignoring VFS/MIGRIS logisticsFiling availability can change by country and nationality
Poor renewal recordsRenewal depends on proving the startup basis continues
