Hungary Guest Investor planning is mostly about sequencing. The residence-permit application is submitted only in Hungary, but visa-required applicants may need the guest investor visa first.

Guest Investor Visa Documents

The guest investor visa is filed at the competent Hungarian consular post. If the applicant has already completed the qualifying investment or donation, evidence can be filed directly.

If the applicant has not completed the investment yet, NDGAP says the visa application should include:

NDGAP also states that sanctions and objective circumstances excluding fulfilment of the investment are assessed.

Residence Permit Documents

The guest investor residence-permit application is submitted in Hungary. It can be filed through Enter Hungary or in person before the competent regional directorate, depending on representation and practical circumstances.

The guest investor visa fee is EUR 110. Appeals and replacement/substitution scenarios have separate fee lines.

Proof Of Investment

The residence-permit applicant must prove completion of the investment or donation through Enter Hungary. NDGAP says this should be attached as a remedying-deficiencies document without waiting for a separate request.

For the fund-share route, the file should include fund manager or distributor certification plus securities-account evidence showing the fund share is blocked for at least 5 years and that confidentiality has been waived for the blocking-procedure purpose.

For the donation route, the file should include a certificate from the qualifying higher-education institution confirming receipt of at least EUR 1 million for the accepted purpose.

Decision And Delivery

NDGAP lists a 21-day administration period for the residence permit. That period does not include the time between application submission and submission of proof of the undertaken investment, deficiency periods, or other procedural acts.

The residence permit document is delivered by post to the delivery address given in the application. In-person pickup is limited to cases where the applicant proves they cannot receive it at the delivery address.

Extension

The residence permit can be valid for up to 10 years and extended once for up to another 10 years. Extension applications are submitted only in Hungary through Enter Hungary and must be filed at least 30 days before permit expiry.

Fund-share applicants must still hold the investment at extension. Donation-route applicants may extend without making another donation.
