Finland entrepreneur and startup entrepreneur files are route-selection files first. The strongest application starts by proving the work is truly entrepreneurship or startup entrepreneurship, not ordinary remote employment in different clothes.
For route fit, start with the main Finland guide. For Business ID, prepayment register, VAT, accounting, and tax setup, use the tax and business setup guide.

For startup entrepreneur permits in 2026, Migri lists the following net monthly resource levels depending on planned municipality:
| Planned Residence Area | Net Amount |
|---|---|
| Helsinki metropolitan area | EUR 1,210 per month |
| Other large municipalities | EUR 1,090 per month |
| Other municipalities | EUR 1,030 per month |
The applicant must have enough money for at least one year. A first startup entrepreneur permit can be granted for 2 years if the applicant has enough resources for 2 years.
Fees And Filing
On the official pages checked July 22, 2026, Migri listed these fee signals:
| Route | Online First Permit | Online Extended Permit | Paper First Permit | Paper Extended Permit |
|---|---|---|---|---|
| Entrepreneur | EUR 750 | EUR 230 | EUR 900 | EUR 430 |
| Startup entrepreneur | EUR 650 | EUR 230 | EUR 800 | EUR 430 |
First applications are normally filed abroad. Extended permit applications are filed in Finland. The startup entrepreneur route also allows a D visa application at the same time, which can allow travel to Finland after the residence permit is issued and the D visa sticker is attached.
Extension And Permanent Residence
For startup entrepreneur extensions, Migri states that the next fixed-term permit can only be granted for the period during which continuous income is proven, and can be valid for up to 4 years.
For permanent residence, the current rules depend on the application path selected after the January 8, 2026 changes. Migri lists entrepreneur and startup entrepreneur among the work grounds that can support a permanent residence application, but the applicant must still meet the current residence-period, integration, financial-resource, and continuous-permit requirements.
Common File Problems
| Problem | Why It Matters |
|---|---|
| Calling a foreign payroll job “entrepreneurship” | The route must match the real work relationship |
| Relying on light entrepreneurship for ordinary entrepreneur permit | Migri says the entrepreneur permit is not granted to light entrepreneurs working through invoicing-service companies |
| Weak Business Finland case | Startup route requires the positive statement before the residence application |
| No Business ID plan | Ordinary entrepreneur route usually needs business registration logic |
| Inconsistent tax and immigration story | Extension depends on the business continuing to match the permit basis |
