Belgium Work Permit and EU Blue Card Regional Salary Thresholds

Belgian employee migration salary thresholds are regional. A file should not cite “the Belgian salary threshold” without saying which region and which category applies.

Flanders

Flanders publishes category pages for foreign employment in Flanders. Its European Blue Card page checked in July 2026 lists EUR 63,586 annual gross remuneration and a one-year contract signal. For highly qualified non-Blue-Card employment, Flanders public guidance continues to reference the highly qualified worker salary category and a lower threshold for listed young or locally qualified workers.

From May 1, 2026, Flanders also introduced changes to economic migration categories. Employers should check whether the job falls under a highly qualified, shortage-occupation, executive, intra-corporate, or other category before relying on a salary number.

Brussels

Brussels publishes monthly minimum remuneration. For 2026, the page checked lists EUR 3,703.44/month for highly qualified personnel and EUR 4,748/month for European Blue Card applications. The same page also lists other categories, including executives.

Brussels figures are expressed as basic monthly remuneration. Payroll evidence should match the regional definition, not just annual total compensation.

Wallonia

Wallonia publishes annual thresholds. The 2026 page checked lists EUR 53,220/year for highly qualified workers and EUR 68,815/year for European Blue Card holders.

Wallonia also lists executive and other categories. The job category should be selected before salary is treated as decisive.

German-Speaking Community

The German-speaking Community is a separate competent authority for work authorisation in its territory. Its ADG European Blue Card page checked in July 2026 lists EUR 63,586 as the annual gross salary threshold.

Because ordinary work-permit categories can be more specialised, an employer in the German-speaking Community should use the current ADG instructions for the exact employee category.

Practical Takeaway

Belgium salary review starts with region, then category, then contract. The same gross salary can be enough for one regional route and too low for another. For cross-region employers, identify where the worker will mainly perform the work before building the file.
