The Netherlands self-employed and start-up routes are evidence-led. The practical timeline is less about booking a quick visa appointment and more about building a credible business file that can survive IND and, where relevant, RVO review.

Self-Employed Assessment

For most nationalities, the self-employed route turns on whether the activity serves an essential interest for the Netherlands. RVO normally advises IND on this. The assessment looks at three broad areas: the applicant’s personal experience, the business plan, and the added value of the activity.

That makes the file more like a business-case submission than a checklist visa. The strongest applications connect the applicant’s skills, the Dutch market, and financial feasibility in a concrete way.

IND’s public page says the points-based assessment can be satisfied with at least 30 points in each area, or 45 points for personal experience and 45 points for the business plan. It also flags KVK registration, professional permits, income evidence in the business plan, and Dutch commissions for freelancers.

Start-up Documents

The start-up route is not just “new company plus founder”. IND describes a one-year permit for entrepreneurs with an innovative business, and the route requires cooperation with a recognised facilitator.

The facilitator evidence should be treated as a central document. Applicants should also prepare a step-by-step business plan, innovation evidence, personal means, and an explanation of how the company will develop during the start-up year.

Fees And Decision Timing

IND fees and target decision periods can change, so applicants should confirm the current amount on the exact IND application page before filing. On July 22, 2026, the IND self-employed and start-up pages listed an application cost of EUR 423.

IND says it must decide within 90 days, but may extend the decision period by up to 6 months when it asks RVO or OCW for advice. The important planning point is that document quality affects timing.

For the self-employed route, plan time before filing to improve the business plan, collect contracts or letters of intent, prepare financial forecasts, and resolve sector-permit issues. For the start-up route, add time to find and contract with a recognised facilitator.

Extension Planning

Self-employed permit holders should keep evidence from the first months of activity: invoices, contracts, tax filings, KVK records, bookkeeping, bank statements, insurance, and client correspondence.

Start-up permit holders should assume the one-year permit is a runway, not a final status. IND says the start-up permit cannot be extended. If the founder wants to remain in the Netherlands, the next file usually needs to show progress toward a self-employed or other residence basis.
