Police Certificates

Conduct certificates are required in original format for the main applicant and dependants over 14. The regulations refer to certificates from the country of origin and from countries of residence where the person lived for more than six months during the last ten years.

That makes residence-history mapping one of the first tasks. If a certificate is difficult or impossible to obtain, the regulations allow exceptional affidavit treatment only where the Agency is satisfied, and in any case before approval in principle.

Temporary Residence While Pending

After submission under regulation 9 or a dependant application under regulation 11, the applicant may apply for a temporary residence permit valid for one year for the applicant and dependants. The Agency may renew it for additional one-year periods if required documents and information are submitted within six months from the relevant application.

This can be useful for families exploring Malta while the MPRP file is processed, but it is not the final residence-by-investment certificate.

Post-Approval Checklist

After approval in principle, track:

  1. Pay the EUR 45,000 administration-fee balance within two months.
  2. Pay EUR 7,500 for each dependant category that attracts the fee.
  3. Pay the EUR 37,000 contribution within eight months.
  4. Complete the qualifying property purchase or lease within eight months.
  5. Make the EUR 2,000 NGO donation and obtain evidence.
  6. Put health insurance in place for the main applicant and dependants.
  7. Submit any remaining documents requested by the Agency.
