Italy Investor Visa has a clear official sequence, but timing mistakes can be expensive. The critical pattern is: approval first, visa second, entry third, investment execution after entry.

For route selection, read the investment routes and due diligence guide. For the overall route, start with the main guide.

Nulla Osta Application

The nulla osta application is submitted online through the IV4I portal. The official guidance says the application is free of charge and can be completed in Italian or English.

Common elements include:

EvidenceNotes
Contact detailsPersonal information, residence, email, and telephone
Passport copyThe passport should have enough remaining validity for the later visa stage
Curriculum vitaeAcademic, professional, investor, and language background
Route selectionGovernment bonds, company, innovative startup, or donation
Financial evidenceOwnership, transferability, and lawful origin of funds
Criminal-record evidenceAbsence of final convictions and pending charges
Recipient evidenceDescription of investment/donation and recipient consent
Commitment declarationElectronically signed declaration with amount and intended municipality in Italy

Documents must be uploaded in PDF. If they are not in Italian or English, the applicant should prepare certified translations.

Secretariat And Committee Review

The Secretariat checks whether the file is complete and compliant. If documents are missing or insufficient, the applicant may be asked for supplementary information, usually with 30 days to respond. The application is suspended during that period.

The Committee then evaluates the application. The official phase-one page says the result is issued within 30 days and can be approval, request for supplementary evidence, or reasoned rejection.

Consular Visa Stage

After the nulla osta is issued, the applicant has 6 months to request the investor visa at the competent Italian representation. The consulate can ask for the nulla osta, the documents submitted during the portal phase, and additional consular evidence.

The policy guidance notes a passport-validity point: if the application is accepted, the passport must have at least 2 years and 3 months remaining validity when the visa application is submitted at the embassy or consulate.

Residence Permit Stage

After entering Italy, the investor must request the investor residence permit within 8 days. The guidance says the investor residence permit application is not filed through a postal kit; it is presented at the Immigration Office of the competent Questura.

The listed Questura documents include:

Document Or PaymentAmount / Note
Electronic document printing paymentEUR 30.46 postal bulletin
Residence permit contributionEUR 50 postal bulletin
Passport copyCopy of the whole passport, including internal pages
Photos2 passport-format photos
Revenue stampEUR 16
Accommodation evidenceSupporting evidence for the applicant’s accommodation in Italy

Consular and Questura practice can vary, so local appointment instructions still matter.

Executing The Investment Or Donation

The investor must execute the approved investment or donation within 3 months of entering Italy and upload proof through the IV4I portal.

RouteExecution Proof Highlight
Government bondsBank documentation and certificate of deposit at a financial institution domiciled in Italy
Company or startupBank statement evidence, validation letter, share-deposit evidence where relevant, recipient-company confirmation
DonationPublic deed, bank statement evidence, validation letter, recipient confirmation

If circumstances change from those that enabled the nulla osta and visa, the Committee may revoke the visa or residence permit unless the change is accepted in exceptional circumstances.

Renewal

The residence permit is valid for 2 years and can renew for further 3-year periods. Renewal requires preliminary Committee approval confirming that the original investment or donation has been maintained for the entire validity period.

The applicant should request the renewal nulla osta through the IV4I portal well before expiry, then file the residence-permit renewal at the Questura at least 60 days before the permit expires.
