Ireland STEP applications have two proof layers: the startup-founder application and, if approved, residence registration in Ireland. Keep those layers separate.
For route fit, start with the main Ireland guide. For tax registration, CRO company setup, VAT, and operating records, use the tax and business setup guide.
Timeline Snapshot
| Stage | What To Prove | Practical Note |
|---|---|---|
| 1. Route choice | STEP, employment permit, visitor/business, or another basis | STEP is not a generic remote-work route |
| 2. Startup file | Innovative business proposal and founder role | This is the substantive gate |
| 3. Funding evidence | EUR 50,000 available funding and source of funds | Underpayment of the fee can delay processing |
| 4. Email submission | STEP form, supporting documentation, and proposal | Applications can be submitted electronically any time |
| 5. Fee payment | EUR 350 by electronic fund transfer | The fee is non-refundable |
| 6. Committee review | Suitability of the proposal | Proposals are considered quarterly |
| 7. Permission letter | Minister-approved permission to reside | Needed for the residence-registration stage |
| 8. Registration | Passport page, permission letter, insurance, and any required registration evidence | Non-EU/Swiss stays over 90 days require registration |
| 9. Operation | Establish and work on the approved business full time | No other employment capacity under STEP conditions |
| 10. Renewal | Compliance with STEP conditions | EU Immigration Portal material describes 2 years plus possible 3-year renewal |
STEP Application Evidence
| Evidence Area | Practical Meaning |

| Completed STEP application form | The official application document |
| Innovative business proposal | The reason the case belongs under STEP |
| EUR 50,000 funding evidence | Proof the required funding is available |
| Source-of-funds evidence | Where the funding came from |
| Good-character evidence | Character and background support |
| Criminal-record position | No criminal convictions in any jurisdiction |
| Founder role | Why the applicant will establish and run the business |
| Ireland operating plan | Why Ireland is the intended base |
Filing Mechanics
The Irish Immigration Service says the STEP application is submitted by email with the completed application form, supporting documents listed in the guidelines, evidence of EUR 50,000 funding, source-of-funds details, good-character evidence, and a proposal outlining the innovative business idea.
The application fee is EUR 350, paid by electronic fund transfer. The fee is non-refundable and the official page warns that applications are not processed until the fee is paid in full. Incomplete applications are returned, and lobbying or canvassing disqualifies applicants and the associated project.
Decision Stage
An independent evaluation committee evaluates the proposal and may seek further information. The committee makes recommendations to the Minister for Justice. If the application is approved, the applicant receives a letter granting permission to reside in the State.
If the application is refused, the Minister’s decision is final. The official STEP page states that refusal is not subject to review or appeal.
Registration Evidence After Approval
Irish registration rules require non-EU/Swiss nationals who come to Ireland for more than 90 days to register their immigration permission. For STEP-style permission letters, the required-documents page points applicants to the duration and conditions in the Minister’s letter.
Expect the registration file to include:
| Evidence Area | Practical Meaning |
|---|---|
| Passport biometric page | Identity and travel document evidence |
| Current permission letter | The Department of Justice letter under STEP |
| Private medical or travel insurance | Must cover accidents, medical incidents, and hospital stays in Ireland |
| Proof of address or appointment evidence | Registration logistics may depend on location and current process |
| Family evidence | Relationship documents where nominated family members are included |
Renewal Record
Build the renewal record before it is needed:
| Keep Current | Why |
|---|---|
| Permission letter and STEP correspondence | Shows the approved basis |
| Company formation and shareholder/director records | Shows the business was established as promised |
| Funding and bank records | Shows continuity and source-of-funds discipline |
| Product, customer, and contract evidence | Shows real business progress |
| Accounting and tax registrations | Supports compliance checks |
| Insurance and address records | Supports registration and renewal |
| Founder work records | Shows full-time work on the approved business |
Common File Problems
| Problem | Why It Matters |
|---|---|
| Treating STEP like a digital nomad visa | STEP is for innovative entrepreneurs |
| Weak funding evidence | EUR 50,000 available funding is a core requirement |
| Vague source of funds | Source evidence is part of the official file |
| Ordinary freelance activity | The proposal must be innovative |
| Foreign payroll employment | STEP conditions do not permit employment in another capacity |
| No renewal paper trail | Renewal is subject to compliance checks |
